Summary of Background:


  Began with an AAS in Civil Technology - Broome Technical Community College in Binghamton, New York. Progressed to designer and surveying party chief at McFarland-Johnson Engineers, Inc., 1968 - 1974.

  Employed 29 years by New York State Electric & Gas (NYSEG) from 1974 through early retirement in 2003 on a broad range of design, construction management, supervisory, engineering, surveying, project management, proposal management and consulting projects.

  Education continued with selected coursework at Binghamton University, with in-house training programs and technical/engineering seminars. Licensed and registered in New York State as a Professional Engineer since 2000. Maintains professional currency.

  Formed Hranek Engineering PLLC in 2003.

  Currently consults on-demand including engineering & project management services, FEMA Public Assistance grant writing, and water and sanitation work in Uganda, East Africa.

Established Hranek Engineering PLLC. Provided engineering services in New York State; in Uganda, East Africa; and acted as subconsultant to former employer.


FEMA/SEMO Consulting: Served as State Project Officer and Public Assistance Liaison for water and wastewater facilities on federally declared disasters: DR 1650 NY; Lead of SEMO 406 Mitigation Team on DR 1650 NY and DR 1670 NY; and as State CEF Specialist on DR 1692 NY. Brief consulting assignment in Iowa for 2008 flooding disaster.

1996 - 2003

Acted as an in-house consultant and managed special projects. Provided project engineering and design support, specialized graphics and reports needed for licensing or regulatory matters. Negotiated and managed outside consultant contracts, prepared and managed proposal development, used and managed GPS technology in support of mapping projects. Planned, budgeted, and managed property surveys, and the closing fuel inventories for the sale of 6 coal-fired electric generating stations.

1988 - 1996

Managed all aspects of projects including definition, engineering, construction, start-up and closeout. Coordinated surveying and photogrammetric mapping, and provided design/consultation for structural projects & civil site work.

1982 - 1987

Supervised designers and clerical staff. Developed systems and procedures (manual and automated) necessary to effectively manage an in-house consulting staff of 82.

1980 - 1981

Produced and coordinated capital improvement designs for civil site work.

1974 - 1979

Produced designs and supervised construction on a wide variety of power plant capital betterment and district facility improvement projects.

1968 1974

Entry technician through designer and surveying party chief, both office and field on a broad range of civil engineering projects.


Continuing Education:

Maintained professional currency required as a NYS Professional Engineer and developed new skill sets using courses at Broome Community College and Binghamton University, professional seminars and workshops, and a full range of employer-provided technical, supervisory and management programs. Domestic experience augmented with consulting work in Uganda and Haiti since 2008.
